Maybe you've been surfing the web and have come across those fabulous photos of people wearing brightly-colored frilly petticoats. A football player catching a pass, in full football uniform plus a ruffled white tutu. Or the guy, in his helmut, standing beside his motorcycle, wearing a tutu. Little kids, older adults. Everyone outfitted in a tutu.
